About the Region 4AB PHEP

Public Health Emergency Preparedness

The Region 4AB Public Health Emergency Preparedness (PHEP) Coalition consists of 60 local Boards of Health and Health Departments in Metro Boston. The Coalition collaborates to plan for public health emergencies, train staff on preparedness concepts and capabilities, and conduct drills and exercises to evaluate and improve response readiness. The work of the Coalition is funded by the Centers for Disease Control and Prevention (CDC) PHEP Cooperative Agreement as granted by the Massachusetts Department of Public Health (MDPH). Each fiscal year, the Coalition identifies priority areas based on grant requirements, emerging issues, and lessons learned from previous exercises or response activities. Priority Areas

PHEP was formed to promote public health and safety across Region 4AB in the following priority areas:

Assessment

Building off of local and regional risk assessments, the Coalition will identify public health impacts associated with priority hazards. Further, the Coalition will identify actions to mitigate against these impacts. The priority hazards include: hurricane, tornado, infectious disease, and cyber attack impacting critical infrastructure. 

Planning and Response

Based on the identified public health impacts associated with priority hazards, the Coalition will develop or update local and regional response plans. The plans will document a public health emergency response framework, planning assumptions, population data, and response roles.

Equity

The Coalition is committed to ensuring that equity is a core value when planning for and responding to public health emergencies. Addressing the needs of individuals who are at higher risk or disproportionately impacted is considered throughout all priority areas.

Training and Exercises

As part of its comprehensive preparedness activities, the Coalition will develop a five year Integrated Preparedness Plan (IPP) for priority hazards. The IPP serves as a roadmap for planning, training, exercises, resource acquisition, and policy development and implementation.

The Region 4AB PHEP Coalition Executive Committee provides oversight for the PHEP program goals, objectives, and funding priorities. The Executive Committee has seven members and is co-chaired by two members.
