Extreme Temperatures Project Background

In Spring 2024, PHEP staff collaborated with JSI to develop and implement a process to document and engage populations at higher risk and disproportionately impacted by extreme temperatures. This project resulted in the creation of community-level Health Action Plans that address the disproportionate health impacts of extreme temperature events.

To inform the process, CHA and JSI reviewed local hazard mitigation plans to identify existing mitigation efforts for extreme temperatures and to document gaps in the mitigation of health effects. Two resources were produced alongside a Health Action Template. Community profiles, which detail community-level data benchmarked against state and regional data and identify higher-risk and disproportionately impacted populations, were developed for all 60 municipalities and the region as a whole. The Best Practice Compendium consists of focused mitigation strategies for jurisdictions to use to inform their planning, response, and outreach. These resources, along with a Health Action Plan template, were then used in a series of HSEEP-compliant workshops for 60 local Health Departments and community partners to address the disproportionate health impacts of extreme temperature events. The workshop series provided training on extreme temperature health effects, demonstrated a framework for identifying priority populations for mitigation planning, generated feedback on the effectiveness of potential mitigation measures, and laid the groundwork for development and implementation of a Health Action Plan.
